To qualify for SED, you need to provide documentation – such as your Seaman’s logbook – and HMRC need you to work for a period of time before you can claim the deduction. This often means you have to pay your tax and claim it back.

To qualify for SED you must work on a ship - a ship is not defined in tax law, but ‘offshore installations’ used in the offshore oil and gas industry have been specifically identified and are not regarded as ships for the purposes of seafarers earnings deduction.

You must have worked outside of the UK long enough (usually a minimum of 365 days) in the eligible period. This is determined by your midnight position.

US-Denmark Partnership Reveals USD 4.2 Million Opportunity to Boost Floating Offshore Wind

The US Department of Energy’s (DOE) Wind Energy Technologies Offices (WETO) and Innovation Fund Denmark are planning to release a USD 4.2 million opportunity to advance floating offshore wind.

The announcement builds on a Memorandum of Understanding (MoU) between DOE, the Denmark Ministry of Higher Education and Science, the Denmark Ministry of Climate, Energy and Utilities, and the Innovation Fund Denmark signed in 2021.

The joint funding will specifically target the improvement of mooring technologies and methods used to secure floating platforms to the seafloor, according to DOE.

DOE and Innovation Fund Denmark are seeking proposals addressing five topic areas: compatibility strategies for mooring, cabling, and coexistence; mass-producible, high-reliability moorings; novel station-keeping systems and components; monitoring and inspection technologies for moorings; open topic: research and development that more broadly support mooring systems for industry-scale deployment of floating offshore wind.

This is a joint funding opportunity between the US and Denmark to advance the global floating offshore wind industry by encouraging bilateral collaboration to increase the impact of research and development in each country, according to DOE.

“About two-thirds of U.S. offshore wind energy potential exists over waters too deep for today’s fixed-bottom wind turbine foundations, and instead require floating platforms. This partnership between DOE and Innovation Fund Denmark will advance floating offshore wind R&D to further each nation’s respective climate goals,” said Geri Richmond, DOE Under Secretary for Science & Innovation.

Prague ranked among world's top 25 cities for freelance workers

Analyzing variables such as average salaries, freelancer vacancies, and co-working spaces, Prague performed reasonably well on a global scale

Price-comparison site Compare The Market has named Prague the 25th-best city in the world for freelance workers in a widescale study that assessed several variables.

In its methodology, Compare The Market took into account seven factors: average salaries; freelancer-job vacancies; income tax rates; electricity prices; the number of co-working spaces; internet speed; and the amount of Wi-Fi hotspots.

The Czech capital’s relative low cost of living compared to some of its western and northern neighbors, moderate tax rates, strong number of co-working spaces, and high average internet speed put it in the world’s top 25 cities for freelancers.

Earlier this year, a separate study by electronics company Brother UK ranked Olomouc and Pilsen as among Europe’s best cities for remote workers – but notably omitted Prague from the list.

Czechia’s introduction of its so-called digital nomad visa (part of the Digital Nomad Program) last summer will make it much easier for citizens of several countries worldwide to obtain a temporary visa in order to work legally as freelancers in Czechia and gain residency rights.

Swedish Migration Agency prioritizes processing for highly skilled foreign professionals

The Swedish Migration Agency recently revamped its work permit processing model, prioritizing the swift processing of applications from highly skilled international professionals.
This was made effective as at January the 29th.
The updated system aims to address Minister Malmer Stenergard’s concerns regarding prolonged processing times impeding Sweden’s talent attraction and retention efforts. The previous “certified process” for large companies, initially involving 20 companies but expanding to 640, was found inadequate, leading to inefficiencies and delays.
Furthermore, it also seeks to address concerns regarding prolonged processing times that have affected Sweden’s ability to attract and retain talented individuals, thus maintaining its competitiveness.
According to the former Migration Agency director-general Mikael Ribbenvik who had advocated for this reform, it emphasizes the need to focus on attracting highly skilled workers.
According to him, this targeted approach will empower Sweden to compete effectively in the global talent arena.
Faster processing time through categorization
To achieve faster processing, the Agency will introduce a revised application sorting system.
Applications for work permits will be categorized into four groups (A-D), with Category A getting priority. By also sorting based on occupation and industry, applications can be ready for decision-making, thus speeding up the overall process.
Nairametrics learns that applications falling under Category A will be processed by specialized international recruitment units, ensuring a maximum processing time of 30 days.

Denmark's Largest Offshore Gas Field On Track for March 2024 Restart

TotalEnergies and its partners in the Danish Underground Consortium (DUC) have confirmed that Tyra II redevelopment project is on schedule to restart operations in March 2024.
DUC – a partnership between TotalEnergies (operator, 43.2%), BlueNord (36.8%), and Nordsøfonden (20%) – is making progress on the final stages of the Tyra Redevelopment Project, considered the largest natural gas field in Denmark.
According to DUC, significant work scope on the completion of the Tyra II facilities has been executed.
Leak testing, which is essential to the safety and integrity prior to gas-in and the functional testing of key process machinery required for processing the gas is progressing well.
The Tyra East Riser platform Echo was declared hot, with all pipelines connected. De-isolation of these pipelines has also commenced, which is an important step towards first gas.
On Tyra West the first wells have successfully been unplugged and de-watered, with two wireline teams working in parallel on the Tyra West B and C platforms with the unplugging of wells.
An extensive amount of work has been carried out on the leak testing of the facilities and it is expected that all leak testing will be completed ahead of first gas export which could support an efficient ramp-up and a reduced ramp-up period.
The key focus before the first gas export remains to ensure that the safety and emergency systems are fully functional.
Equinor confirmed in its REMIT notification on January 22, that the project progress to date indicates, subject to the remaining level of operational uncertainty, that the current restart date of March 31, 2024 remains valid.
Depending on project progress, the restart could take place earlier in March too, according to Equinor.
Further, in the same REMIT notification, the operator stated that the outcome of tests now suggests that a ramp-up to maximum technical capacity is expected to take four months from restart.
Once fully operational, Tyra will deliver 2.8 billion cubic meters of gas per year, making Denmark again a net exporter and self-sufficient in natural gas, TotalEnergies said earlier.
The redevelopment of the Tyra field included three main elements: decommissioning and recycling of the old Tyra platforms; recycling and extending the current platform legs on six of the platforms with 13 meters, which will have new topsides; a completely new process module and a new accommodation platform.
Earlier in January, the partners in the project reached final investment decision (FID) to drill a new well on the Harald East area, located close to the Norwegian border, with the gas planned to be exported through the Tyra East facilities.
If the drilling campaign proves successful, the well could deliver production by end of 2024.

Germany: A new scheme to fill the skilled labour gap

Germany is struggling to find trade workers as high school graduates pursue less physically demanding careers. Now a program in a flood-hit region is convincing jobseekers about the advantages of learning a trade.
In Germany, many young people go to college. Others sign up for a year of voluntary social work. The one thing many young people don't do is learn a trade, and the numbers show it. Last year, every second trade business couldn't find enough suitable applicants for all their apprenticeship training positions.
"The trades really have problems getting enough young talent," said Kilian Bizer, a professor of economic policy at the University of Göttingen.
This is particularly true for trades working with climate change technologies. Tradespeople are in high demand for everything from installing solar systems or heat pumps to renovating house facades or connecting charging stations for electric cars.
Apprenticeships are also important to alleviate the shortage of skilled workers that already exists in the trades. But how do you attract young people to careers that usually require a lot of physical activity?

A special project in the Ahr Valley
One idea has come out of the Ahr Valley, a region in western Germany in the state of Rhineland Palatinate. Tradespeople are particularly sought after here because the area was hit by a severe flood in 2021. Many buildings, roads and other infrastructure were damaged or completely destroyed. Dogger Bank offshore wind farm will provide clean energy to 6 million British homes yearly it is anticipated.

The project is being developed in three phases, Dogger Bank A, B and C, located between 130 km and 190 km off the north-east coast of England.

Here are the key facts about Dogger Bank:

Scale and Capacity: The Dogger Bank wind farm is one of the largest offshore wind farms in the world. With three phases—Dogger Bank A, B, and C—it covers a substantial area and has a combined capacity to provide clean energy to approximately 6 million British homes annually.

Location: The wind farm is strategically located between 130 km and 190 km off the north-east coast of England. This location takes advantage of the strong and consistent winds in the North Sea, making it an ideal site for harnessing wind energy.

Development Phases: Each phase of the project represents a significant step in the overall development. Sarens, a global leader in heavy lifting and crane rental solutions, is contributing its expertise to the construction of Dogger Bank C.

Connection and Substation: The electricity generated by Dogger Bank C will be connected to the existing Lackenby substation on Teesside. This integration into the existing infrastructure is crucial for efficiently distributing the clean energy to the grid.

Smulders, Neptun Werft Join Forces to Build Offshore Converter Platforms in Germany

Warnemünde, Germany

The Meyer Group, which includes Neptun Werft in Warnemünde, Germany, is joining forces with the Belgian company Smulders to build offshore converter platforms at the Warnemünde site. The two companies will jointly form Neptun Smulders Offshore Renewables and Neptun Smulders Engineering, which will take over the design and manufacture of the platforms.

The contemplated joint venture is currently still subject to regulatory approval from the competition authorities and is expected to be operational during the first quarter of 2024, said the companies.
The new company is said to create up to 100 jobs in Warnemünde.

How does the State opening of Parliament this week affect the Oil & Gas Sector?

On Tuesday 7th November, we looked forward with anticipation to King Charles's first state Opening of Parliament speech.

Part of his announcement was that the Government intend to introduce new legislation that will allow oil and gas companies to bid for new licences to drill for fossil fuels every year. The bill is to support the UK's target to transition to net zero by 2050. It also serves to strengthen the UK's energy security and avoid overall reliance on the International energy markets.
